Oregon State Legislative Election 2008 Political Courage Test

The Political Courage Test asks candidates which items they will support if elected. It does not ask them to indicate which items they will oppose. Through extensive research of public polling data, we discovered that voters are more concerned with what candidates would support when elected to office, not what they oppose. If a candidate does not select a response to any part or all of any question, it does not necessarily indicate that the candidate is opposed to that particular item.

The right to choice is limited per the decision of Roe v. Wade and its progeny. The choice posed under "b)" above is misleading in that there are limitations which have been imposed on the ability to obtain an abortion for over 30 years through Roe v. Wade and clarified by later case law. I support those limitations as they reflect the current law of the land.

Education and public safety are two essential functions of government. Increased funding of education has a direct correlation to reductions in crime. Investment in education is an investment in public safety. Basic healthcare for every Oregon citizen should be a right not a privilege. There is still work to be done in the arena of welfare reform. Providing basic healthcare for all Oregonians will lead to a reduction in welfare roles.
Until such time as Oregon makes the decision to seriously address the issue of tax reform, we will continue to struggle to maintain even current levels of service, particularly during economic downturns. The way this question as posed assumes the same sources of revenue currently in the mix, which frankly begs the question of real tax reform.
"Rainy Day" funds should not be seen as an excuse not to make hard choices when it comes to setting the state's budget. They should be viewed as a way to keep essential services funded when unexpected circumstances impact the economy and the state's ability to collect the revenues needed to fund these services.

Passage of Initiative Petition 40 in Oregon would necessitate the building of additional prisons and the hiring of additional staff. Hopefully, this measure will be defeated, as its ramifications could be devastating to things such as education, healthcare, programs for seniors, mental health services and other areas of public safety, to name a few. Regarding enforcement of federal immigration laws, this should be the responsibility of federal law enforcement entities, and not fall on the shoulders of state and local law enforcement whose primary job should be to protect our communities.

There are aspects of some of the above principles which I might be able to support, such as intra-district vouchers, or allowing illegal immigrant high school graduates to pay in-state tuition under some circumstances. The problem with many of the above so-called principles, is that they are presented in a cut and dried manner with no room for more realistic responses. Education, in particular, doesn't lend itself to this approach very easily, as it is about people, and people's lives, and there is nothing less cut and dried than that.

The current law allows carrying of concealed firearms with a permit. I support continuing this requirement. Also, "d)" is unclear and potentially misleading in its intent.

Though I do not oppose stem cell research, I question whether state funding is the appropriate avenue for funding such research.
Education, pre-K through graduate school ultimately returns much more than it costs. Additional priorities are providing basic healthcare to all Oregonians, ensuring seniors the ability to live with dignity in their own homes for as long as possible, and assuring that our streeets are safe. Tax reform must be seriously considered as a funding mechanism including increasing the corporate minimum tax.
